Non-profit that supports the El Paso community is looking for an HR Benefits and Payroll Specialist.
SUMMARY:
The HR Benefits & Payroll Specialist will perform administrative tasks and services to support effective and efficient operations of the organization and is responsible for functions including full-cycle recruiting and on-boarding/orientation, benefits administration, preparation and maintenance of employment file records both paper and electronic, and payroll support.

Working hours are 8 to 6 Tuesday-Friday with a 30 minute lunch.

RESPONSIBILITIES:
- Recruitment & Onboarding.
- Develop/Update and Maintain systems for organizing and retaining recruitment records and files.
- Assist in posting job announcements both internal and externally.
- Monitor and communicate with hiring managers regarding applicants/resumes.
- Conduct pre-interview screenings, schedule/arrange candidate interviews.
- Prepare and send thank-you responses to non-selected candidates.
- Coordinate HR onboarding for selected candidates.
- Initiate integration from applicant tracking system into Payroll system.
- Conduct background checks, and driving record checks when required.
- Schedule pre-employment drug screening for Transportation employees.
- Facilitate on-boarding and off-boarding process, including scheduling or orientation sessions between new employees and various staff/departments.
Benefits Administration:
- Acts as a liaison between organization and external benefit providers and vendors, to include health, disability, and retirement plan providers.
- Assist with processing of all benefits enrollments, terminations, and benefits changes related to health, dental, vision, flexible spending accounts, Health Reimbursement
- Provide overview of benefits information to new employees.
- Assist in preparation of annual open enrollment by organizing, assembling, communicating and distribution documents.
- Serve as point of contact, resolve claim questions, answering general benefits and eligibility questions.
- Administers various leave of absence programs in compliance with the law. Oversees the integration or coordination of benefits.
- Initiate COBRA notifications.
- Maintain Worker’s Compensation and OSHA Records.
- Process and report workplace injury reports.
- Maintain OSHA workplace injury log and record incidents; Compile data and prepare year-end OSHA 300A.
- Employment Records Maintenance.
- Assist with updating and maintaining/organizing up-to-date position descriptions.
- Ensure Human Resources information and employee file records are organized, retained, and handled with confidentiality.
- Enters, maintains, and/or processes information in the payroll system; information may include employee’s hourly rates, salaries, bonuses or other compensation, time worked, paid leave and holidays, deductions and withholding, address changes, and other information.
- Reviews all employee timeclock records for accuracy.
- Ensures proper processing of payroll deductions for taxes, benefits, reimbursements and other deductions and earnings.
- Ensures proper filling of Form 941 quarterly tax reports.
- Maintains quarterly reconciliation of payroll liabilities for workers compensation audit.
- Prepares all payroll and benefit accrual entries and reconciliations including EFT.
- Assists CFO and Administration staff with maintaining payroll reports for grants.
- Reviews the benefits invoices and properly handles the journals.
- Main lead for managing and administering 401(k), including contributions, changes, and staff emails.
- Annually update payroll and holiday calendar and mileage log for reimbursement.
REQUIREMENTS:
- Bachelor’s Degree.
- 5 years’ experience with HR and Payroll Administration.
$18/hr. to $19/hr. depending on experience.
