Job Description


The Director, Human Resources & Talent provides strategic leadership and operational oversight for an organization’s human resources and talent management functions. The Director is responsible for developing, implementing, and continuously improving programs related to compensation and benefits, payroll, talent acquisition, performance management, leadership development, and workforce strategy. The position works closely with leadership and cross-functional partners to align people strategies with organizational priorities, promote an inclusive and high-performing culture, and leverage workforce data to strengthen institutional effectiveness.

Duties and Responsibilities
Human Resources Operations & Compliance
  • Plan, direct, and oversee the administration of compensation and employee benefits programs, ensuring fiscal responsibility, market competitiveness, and internal equity.
  • Serve as the primary point of contact with benefits vendors and external partners, including group health and life insurance providers, workers’ compensation, unemployment, and retirement plans.
  • Maintain deep knowledge of federal, state, and local employment laws and regulations applicable to nonprofit or similar organizations; interpret requirements and advise leadership and employees accordingly.
  • Oversee and support compliance with affirmative action, EEO, job classification, employee relations, and contract administration requirements.
  • Conduct and oversee internal employee investigations, including interviews, fact analysis, documentation, and findings; prepare disciplinary recommendations and termination reviews in compliance with organizational policy and applicable law.

Talent Management & Strategy
  • Lead full life-cycle recruitment, including full-time, part-time, temporary, contractual, and internship roles, ensuring equitable, timely, and high-quality hiring outcomes.
  • Partner with organizational leaders and hiring managers to develop innovative sourcing strategies and recruitment service-level expectations aligned with business needs.
  • Design, implement, and maintain performance management frameworks, including job descriptions, performance standards, evaluation tools, and manager training.
  • Develop and oversee programs focused on employee engagement, retention, career progression, leadership development, and succession planning.
  • Lead structured talent review and succession processes that build a strong internal bench and support continuity for key roles.

Data, Analytics & Continuous Improvement
  • Collect, analyze, and interpret talent data related to staffing levels, turnover, absenteeism, compensation, benefits costs, and recruitment effectiveness.
  • Partner with HRIS systems and internal data resources to translate metrics into insights and actionable recommendations for leadership.

Supervisory Responsibilities
  • Lead and manage HR and talent team members.
  • Oversee employee discipline and separations in accordance with organizational policies, values, and applicable laws.


Required Skills and Abilities
  • Excellent verbal and written communication skills, with the ability to communicate effectively with executives, managers, and employees (police officers).
  • Strong interpersonal, counseling, negotiation, and relationship-management skills.
  • Demonstrated leadership, supervisory, and coaching capabilities.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Ability to manage multiple priorities, meet deadlines, and operate effectively in a complex, fast-paced, mission-driven environment.
  • Thorough understanding of talent acquisition, performance management, benefits, payroll, and employment law best practices.
  • Proficiency with Microsoft Office Suite and HRIS and applicant tracking systems.


Education and Experience
  • Bachelor’s degree in human resources or a related field, or equivalent combination of education and experience.
  • Significant progressive HR experience, including leadership responsibility in talent management, performance management, and employee relations.
  • Experience overseeing or providing senior-level support for payroll and benefits administration.
  • Demonstrated experience designing and implementing organization-wide HR and talent programs, including succession planning and workforce analytics.
  • SHRM-CP or SHRM-SCP certification preferred, or ability to obtain certification within an established timeframe.
  • Experience in a public safety or similar operational environment is preferred but not required.
