Job Description

Category Manager - Houston, TX 77002 Responsibilities:
  • Develops and executes, near-term and long-term Regional Category strategy consistent with Global Category strategy and roadmap, including defining specific procurement actions which achieve financial savings targets through detailed analysis of Segment portfolio. Identifies procurement levers within Categories and/or Segments, covered including consolidation of spend across LBUs, Branch and Global sites.  
  • Creates and launches RFX or CFT events in support of Category and Segment strategies and procurement plans; documents bid events; develops selection criteria and drives the selection of suppliers in collaboration with cross functional teams; Prepares presentations for Category Boards and Contract Committees prior to launch and prior to contract award.  
  • Leads cross-functional teams to develop and implement the Categories and/or Segments, covered in the region or, when applicable, worldwide. Presents the regional Category and Segment strategies to the RPA and/or LBU (local site) Contract Committees for approval and provides US-led strategy input to the TGP Global Category Managers concerned.  
  • Acts as the internal point of contact for supplier management and complaint resolution for assigned suppliers within the Categories.  
  • Executes supplier management programs with key suppliers including metrics, performance goals, and improvement initiatives.  
  • Actively seeks ways to streamline business processes and improve procurement processes; researches and provides information on industry trends and best practices within the Categories and/or Segments, covered.  
  • Develops alternative solutions; advises on options, risks, total cost of ownership, and business impacts.  
  • Provides budget and forecast information on price as requested. Ensures that procurement documents are auditable and filed. Tracks and analyzes performance metrics (savings calculations) to demonstrate progress against objectives. 
  • Participates in specifically assigned projects relating to procurement and provides summaries, reports, and recommendations on these subjects.  
Qualifications:
  • Bachelor’s Degree in Engineering, Supply Chain Management, Business, Finance, or other related field is required;.
  • Previous procurement experience (8-10 years) with responsibility for development and execution of Category strategy; experience in global procurement organization is desired. CPSM Certification is also desirable.  
  • 8-10 years’ experience in a Technical or Business role within Refining and Chemicals environment will be considered in lieu of procurement experience.  
  • Knowledge of value chains & economics in the Refining and Petrochemical industry as well as a working knowledge of Legal and Financial concepts is required.  
  • Must possess excellent interpersonal skills with specific emphasis in communications, organization, planning and conflict resolution with a good attention to detail. Strong analytical capabilities, negotiation skills and influencing skills at all levels in the organization.  
  • Experience using SAP, e-Sourcing tools and advanced Excel along with Word, PowerPoint, and MS Project is preferred.
